java.io.FileNotFoundException: c:\windows\phex.cfg The system cannot fine the file...

c:!setup\phex>java -jar phex.jar

phex/resources/phex.properties not found

I followed all the instructions and installed JRE 1.3 like im supposed to. I got this error, checked the forums, seemingly no other posts of this problem.

Did you get the latest version (Phex 0.4.0)? Did you just copy the jarfile into a directory and typed the "java -jar phex.jar" command?

I really can´t understand why this should not work as I am using Phex constantly and I am always testing the latest release. If you solve it (or not), let me know through this forum.
