Unhappy Can't upload files. Export Host IP as:?

I would like to share files, but despite many files, some quite popular, in my 'shared' directories, I have not had any uploads.
My PC has a private IP add., due to a router and switch between the cable modem and PC. I have read elsewhere that: " If you can connect, search and download you don't have to worry about port forwarding or anything of that nature as these activities prove that you can talk to the network."

I am downloading okay, but uploads just aren't happening.
If I check the router and obtain my current Internet Port (Public?) IP, and enter it into the
Setting->Phex Options->General Settings->Firewall/Proxy ...box for "Export Host IP as:",
...will that allow other users to download from me, finally?
What else can I do to make my files accessible?

Win NT4 SP6a. Phex 0.8.0.33
