| Connecting to 32 UP and 31 leaves is the Phex default setting on a new installation of Phex 2.2. You might have an older installation where this number was lower. The reason the numbers were lower is because Phex has a lower minimum bandwidth limit for UP election.
To update your settings to the default you can remove the following entries from your phex.cfg:
up2upConnections
up2leafConnections
up2peerConnections
leaf2upConnections

| Phex advertises itself as Ultrapeer in handshakes, Pongs and GWebCaches.
Phex is not activly searching for Leafs, Leafs are responsible to connect to UPs by themself.
You could have a low number of leafs because no incoming connections can reach you (firewall), vendor preference of leafs, or some kind of bug I'm not aware of yet ;-)
