 I can only guess, that maybe your system is configured to allow only a certain number of TCP-Connections, or that you have a restrictive router. Does browsing work again, if you disconnect Phex, but let it open? Does it work, if you have no downloads in the download pane? The changes should be applied immediately after you click either OK or apply.
