help please

i am running win98se and cannot get phex to connect to any hosts. i also run limewire, gnucleus, gnotella all with no problems.
any idea why i cannot get any host connection. it tries but cannot connect. i leave it running for hours and still it doesnt connect to any hosts. i dont run it with any other gnutella proggy's running so that cant be the problem
