'Clear completed' button not functioning properly

The 'Clear completed' button in the upload screen gets functional only when I click on one of the uploads, even if there are many uploads completed already. It should get functional when there is atleast one completed or interrupted upload without having to click on uploads and it shouldn't get functional if there are no completed, ... uploads.
