Hi just new to Phex but I have noticed that when browsing a host and attempting to download from him/her, I sometimes end up with "ignored canidate - file not found". Is this because that file has been removed and that user is no longer a viable candidate?

Basically yes... the candidate reports a HTTP 404 error which usually indicates that the requested file is not available.
