Phex.jar file

I have downloaded and screwed around with this thing for days now..... there is no .jar file in the download, and windows cant run it from command or any other way. Did someone forget to put the .jar or .exe in the zip archive? I have read all the readmes to no avail.

Did you download the phex_0.6.3.zip with a size of 1436661 bytes?
It contains the phex.jar!

I must have missed it or got a wierd file or somethin Im lookin it over
