Default Server sending only 16 byte 'packets'

I'm working on a private gnutella client. The servers I connect to all send 16 byte packets to my client at varying intervals. I'm assuming this is a descriptor ID, but why is that the only thing the server is sending?

Could you privide the data in a few of those packets in hex format. That would help us seeing what it is.
