Where do filenames get normalized for the servent OS?

I've noticed quite a number of files whose name has a five-digit number embedded, as in "Joy Division - Love W#62927.mp3" ... apparently this is the result of truncating the song name ("Love Will Tear Us Apart Again") and adding the number. When does this happen? Is this done by the encoder when the track is ripped, or by the servent (LimeWire) when it comes across a name that's too long for Mac OS?
