problems with v 2.4.4

Ok..so im running LW 2.4.4 on OS X 10.1.3 and for some reason I can't seem to DL anything. Now My ? is would the upload prefrences make any diffrence in My DL of files?. If it makes a diffrence im connected via DSL and my modem is capable of up to 384/Kbps Dl stream. What should the upload settings be for my connection speed???
