no uploads

I also used to have a lot of people uploading files from me. Now it seems to be practically impossible. Does it have anything to do with the IP Firewall in OS 10.2.2? Friends are trying to upload files from me. They can search and see the files, but they say they can't download and they can't Browse Host.
For OP, what is an outside IP?
