Unhappy How Many GB's Am I Using?

Help!!!!!
I am a college student living in the dorms. Our network is all connected somehow. If too many people share music and movie files, then the network slows down. The powers that be have made a rule that no one can send or receive more than 2 GigaBytes of files. If I can't monitor this, my internet service will be randomly cut off.
Help!!!!!!!!
