How do I move files from Library to I-tunes?

I am running Version 2.8.5 on OSX 10.2. I can download with no problem. When I tried to save Library (or playlist) files to I-tunes the Save button is never activated (always grey). Click-and-drag does NOT work.
Am I going about this wrong?
