Default upload bandwith

Hi, I changed to OS X recently and got LW 2.9.7. In the preferences under upload you can select how much of your bandwith to use for uploads. It stands at 100 % which is a little annoying cause it eats up all my bandwith when uploading at 70-80k. The problem is when I try to reduce it a little, press apply and then OK it still stands at 100%. Any help? Also every other time or so I open LW it says I am an Ultrapeer. Is it a way to select to be an ultrapeer all the time?
