Does it work? Might not be a bug since it refers to language if you're using US English on your system. btw--where did you find 2.9.9?

[edit--found it on my Pro Beta Page. Noticed too that you're running OS 10.2.3. System Preferences->Software Update gives an update to 10.2.5]
