no stable download

when i DL big file, the DL is not stable at all. It allways goes to wait and DL again and the it stops and i must presse "restart".
And very often i can't restart an aborted DL.
why?
I use a G4 400Mhz, 10.2.8, LW 3.6.14

The multiple pieces of a big file may come from many sources (swarming), and so you see all sorts of odd behaviour as varied hosts come on and off line, get busy, or have open slots. Some of those hosts are also downloading the file and don't have all the chunks (yet).
