Since safe boot mode disables some extensions (like some of Norton's stuff), that could explain the difference.
Some other things to keep an eye on:
Running as an Ultrapeer (see the Connections Pane) uses about 4KB/s of upstream bandwidth (see Tools->Statistics->Bandwidth). "sample Bug Report" in the Preferences can also give you more details.
It's a good idea to set the upload limit to ~80% of your upstream bandwidth. That way you still have bandwidth for mail, browsing, and other internet activities. If you are not sure of your upstream bandwidth, try the free java tests on http://www.broadbandreports.com/stest
