OSX 10.2.8/ 4.4.5 dwnld good/ won't start

Have OSX 10.2.8 Java 1.4.1 used Safari
download opened ok . . .
started program and then nothing. . .
message on open panel
"please wait while Limeiwre Initializes"
that's it . . . no bounce . . .nothing

help!
