10.3.9 LW connection- proxies?

can't connect to LW, starts just fine though

-G5 Power Mac
-512 RAM
-12.26 GB available on HD
-wireless airport connection to hub(usb)
-122KB/sec
-deleted LW prefrences library
-downloaded java and 10.3.9 updates
-checked port and firewall #'s

and here is where I have trouble, there is no proxy option everything else is there, however. The options are all found under preferences not tools.
Any suggestions? Thanks!
