Try this program: MPEG Streamclip (free). Open the program, drag & drop the mp4 file into the MPEG Streamclip window, then go to File menu -> Export to Other Formats, then from drop down menu look for Flash Video (FLV). Click Options to get more specific settings for flash. You will need to have Flash plug-in installed on your system.
