If you want to get a newly produced film with high budget completely legally, then either convince a film studio to produce it for free (I wish you good luck), and maybe they will trust you enough that you will really pay for it, if it pleases you (though your chances aren't that good after you've asked here, where you can get films for free :-) ) Or sit together with a hell of a lot of people and finance it. Or produce it.

Else, you are in grey and you must know for yourself if you can live with that. Maybe it will be made legally some day, if you fight for it (politically and socially, and also in the media).
