Default Can't connect!!

Hi, wonder if you would be good enough to help! Just bought a new desktop Pc and I can't connect to limewire. I've answered the questions as best I can below, and I've allowed an exception for Limewire on my Norton firewall (although I couldn't work out how to allow port exceptions. Hope you can help! many thanks!
1. OS version? (eg: Windows 98)
Vista
2. What firewalls you have?
Norton Protection Centre / Internet security
3. How much ram?
1024mb
4. Hard Disk space available?
123gb
5. Connection type? (eg: dialup, broadband, cable, etc.)
Broadband
6. Modem & router brand name & model numbers?
Speedtouch ADSL Modem
7. Where are you trying to connect from (house, appartment complex, school, student accomodation, work, etc.)?
House.
8. What version of LimeWire (LW) & Java do you have? (Go to LW's menu Help>About LW...) Will show both LW & Java version.
L/W 4.12.3
Java 1.6.0_02
9. Who is your ISP (Internet Service Provider)?
Tiscali
10. Do this simple test for us. Using your browser go here: http://www3.limewire.com:6346/ The page should say 'Your test worked!'. What happens when you go there?
Shows 'Youre test worked'
11. Are you sharing the connection with other computers or p2p sharing programs? If yes, please give details of set up.
No
12. Is this a your 1st try at LW or is this a new problem with an experienced user.
First try but only just bought this Pc (old one died, but L/W worked on that!)
13. Do you see a brick wall in front of the blue world icon at the bottom of LW's interface?

14. For those using a modem/router, how is your modem/router set up...are you port forwarding or is UPnP enabled?

15. What security programs are you using (antivirus etc)? Some people might not be aware that their security suite includes a firewall
Norton (exception enabled but can't work out how to enable specific ports.
16. What country are you living in? Sometimes there are ISPs with the same name in more than one country (eg Clearwire in the USA & also in Ireland).

I should have added, windows firewall is on but permitting LW, however it still doesn't connect even when i switch it off completely.

Don't have the Windows & Norton firewalls running together...disable the Win & make sure the Norton's configured to allow LW.

A couple of Vista users have been able to fix their connection problem by uninstalling both Norton & LW (don't uninstall LW via control panel, go all programs > LW & use the uninstall option), then reinstalling LW first & after that reinstall Norton.

Some people have had connection probs with the latest Java update, you could try this version instead. Download the JRE offline installer & remove any other Java versions before installing this one.

What's the model of your Speedtouch?

Have you ever had connection probs in the past? It's just that Tiscali have been known to block p2p during peak hours. There's some info in the threads below
I have found a solution to getting Limewire to work with Tiscali
