Try this link for help with configuring Norton's firewall.
PortForward.com - Free Help Setting up Your Router or Firewall
If you're using the Norton firewall, make sure that the Windows firewall is turned off.

Have you ever been able to connect using that Java version? A few people had trouble with that update, try updating to the latest Java. Download the JRE offline installer & remove any other Java versions installed on your computer, before you install the new version.

If you can find your router model on the list here, try port forwarding. Click on your router model & then choose LW from the program list. You'll find step-by-step instructions for port forwarding.
PortForward.com - Free Help Setting up Your Router or Firewall
If setting up a static IP address is part of those instructions, don't miss that step! LW's listening port, port in the 'manual port forward' box & port forwarded within the router setup should all be the same number.

If you still can't connect, try deleting LW's preferences folder when LW's properly closed. You'll need to show hidden files & folders to be able to find the preferences folder. There are instructions here.
LimeWire Pref Folder in Vista
You'll know if you deleted that folder properly - when you start LW, you'll go through the setup wizard again.
