Default no security for credit card, price advertised changed

New to this but I have an important question hopefully a moderator can help me with. I wanted to get limewire PRO for 6 months. It advertised a special deal for $13.95. Then when I went to the page it was showing $21.95. So I stopped. Also the page where you enter email and credit card information does not show a "security lock" like most sites, protection my card info. Obviously I did not upgrade. Why no protection? Why the price change when I went to the upgrade page?
