A good question. Sorry I must ask about this. Using previous LW preferences mine is set to 25 downloads. But in a different account with fresh preferences, I also cannot set downloads to more than 10. I will ask about this. 
Edit: I've filed this as a bug. We shall wait and see.
I am aware download location once set initially cannot be changed via the 'Save Downloads to:' setting; it can only be changed via File Categories, which in itself seems to be a bug too.
