Windows installer -- WTF?

OK, I'm using Win98 and downloaded the Windows executable. When I run it, it says "InstallAnywhere is preparing to install," shows a little status bar, then suddenly says "Please select another location to extract the installer to." I choose an empty folder, and it repeats the process. I must've chose ten locations before I finally just gave up.

What is going on here?!

I haven't had this problem, so the best I can suggest is to manually create the folder before hand. If you're already doing that, try not creating the folder before hand
