With Disk Copy (Mac OS X 10.0, 10.1, 10.2) or Disk Utility (Mac OS X 10.3)

Edit: you cannot open DMGs on Windows.

stuffit can open a .dmg file on windows?? i dont see any evidence of this on the website.

No, StuffIt cannot open .dmg files and you cannot open .dmg files on Windows.
