Question Play video and programs

Whenever i download a video it says "Windows Media Player cannot play the file. The file may be formatted with an unsupported codec, or the Internet security setting on your computer is set too high. Lower your browser's security setting, and then try again." My browser setting is at low already. In addition whenever i download a program when i open it, it is a text only file opened in wordpad or notepad depending on the size. CAN ANYONE HELP ME!!
