Display issues

I think this is more of a video driver issue maybe someone else has delt with it,
when i open limewire and got to (for example) options i find that the bottom of the menu is chopped off across the buttons. ie the bottom half of the buttons arent showing. (and i can't scroll down)
I know this isnt specifically related to limewire as I have one other program with the same problem.
Has anyone else had this? i have uninstalled drivers, reloaded new drivers, tried changing program compatibility, screen resolutions, etc etc.
Also when browsing internet small pictures appear blocky.
I admit that i dont know alot about comps and have probably just set the graphics up wrong.

the comp is a (reasonably new) dell inspiron 9300, 2 ghz, 1gbram, 256 geforce go 6800, 17" uxga monitor yada yada yada.

This may or may not help, see The way to fix the Blank screen on startup There's tips there for different graphic cards.
