Movie file cannot be deleted ?

I have this ongoing problem for 3 or 4 months with about 5 files. After pre-viewing I find it is not the right file or something is wrong like nothing plays. I use a vlc media player outside of LimeWire and I've long since disabled LimeWire's access to my media player to keep resources separate. When I'm unable to delete the file, the message reads that "another person or program is using the file". When I go into Task Manager I find that the file is not listed as running. So I go into my ZoneAlarm Security virus/spyware program and add that movie file to programs to restrict and kill all access and privileges to that program. Then I can delete it.
However, this is not the solution. There's a program out there that is doing this file corruption on my system or the network.
If anyone has a suggestion or similar experience please add to my discussion
