There are free programs for opening .rar files. You can google for them.
However, the first thing I'd recommend to you is to get sufficient protection against any kind of virus, trojan, malware or whatever culprits there are because from my experience with program files downloaded from the network, you will have to deal with those nasties in 999/1000 cases:
So, here my links for you:

Spybot - Search & Destroy (FREE)

AVG - Free Antivirus Program

Well, I believe it has absolutely something to do with the subject. After advising the user to google for free programs capable of opening rar files, I strongly believe it is also necessary to remind him/her of the risks connected with such files downloaded from the network. And in case he/she is willing to take the risk, then he/she should at least be protected as good as possible.
And since you've all of the above programs and I have forgotten to mention an even better Anti maleware/spyware program, you might be interested in that as well:
http://www.ewido.net

It offers an 30 day trial version, after which you will still be able to use and update the necessary files to be protected. It will get all those culprits the others didn't find (in my case around 40-50).......
