Is it due to the earthquake in taiwan?

Also to top it off you have a Nat firewall built into your modem/router...
This means you will have to Port forward which in return could fix your firewall problem...
These are the instructions for your modem/router, follow them closely...

okie i'm following closely, but before i do anything drastic, just wanna check if it will make my internet connection harder to connect or cant connect at all? because changing to static ip as i know may cause my pc not able to connect to the internet if the ip is taken by another person?

You just said you weren't sharing an internet connection, so who else should be using it?

That static IP is just for your local area network (LAN) which means any computer connected to your router. You can't change your global IP or Wide Area Network (WAN) yourself. Your ISP would have to do that.

Just follow the instructions carefully and there should be no problem
