Is there a way to flag "bad" files ?

I wanted to download a book today, and it was an a zip file that contains an exe file (so weird) with an attached virus. I want to know if there is a way to flag such files, and maybe ban or flag the user that post such corrupted files?

1st, as an aside...

I am one of the nuts sharing approx. 6,000 eBooks...
and nothing else !
So, I am solidly on your side...

Only real answer I am aware of is to actively participate with BITZI...
and BIT-COLLIDER...
