Resuming in Gnotella 0.9.9

Question:

Correct me if I'm wrong, but Gnotella is supposed to support resuming right?

If so, does anybody know why when I attempt to resume a download, it just sits there sending push requests until the download times out?

I'm on a server which assigns me a new IP every time I log in. Could that be causing problems trying to resume a download through a firewall?
