Question Incoming/Outgoing

I was just wondering if someone could explain what the incoming and outgoing thingies are on the network...see I have no idea what that means, therefore I don't know whether to untick or tick the "Allow Incoming" box.

Another question (kinda related)...When downloads and uploads are currently going, are they going through the connections, or are they independent (meaning you can delete the connections to get better bandwidth going)?
