File Sharing Help

I have installed version 0.9.9 and when I set it up to share a directory nothing shows up as being shared. I do a rescan but still nothing. I have tried other directories and nadda.
I have share all files on.
Anything out there from anyone?

I have also reinstalled and all that to no avail.
I am on a WIN2K server and am the administator.
