Monitor results fly, but no search results

I'm using Gnotella .70. If I turn the monitor on and look only at search hits, I might see a search for "queen" get a response of 20 hits. But if I then do a search on "queen", I get nothing, even after several minutes.

What could cause this behavior?

Network congestion, give it some time (I don't mean give the search some time, but wait a few days and the network should be operational). I just don't see it staying down for much longer than that....
