Are these VB run time files for Win98 only? I see there is a "win98" in the path of the file.

I don't know about that file, but according to Tucows, http://tucows.tierranet.com/files2/vbrun60.zip is the latest Visual Basic Runtime Library for all Windows-based operating systems.
