Speed problems

Hi! Is that normal that I get maximun 1,0 k/s with a 56k modem?? and I can see that, when I do not download something, that my Internet connection is as active as I am downloading something at a high speed. Is that normal that the hosts of Gnotella do so? Thanks, Claudio
