Bad Bandwidth limits bug in Gnucleus 1.74

It is still there
If I limit the upload bandwith to 24kb

Gnucleus just will give a maximum upload rate of the HALF (have a look at the status bar display), it means 12KB.

Maybe this bug also happens to the other bandwidth options. :(

Sorry but the bug is also in Gnucleus 1.7.5 !!
Please have a look at this ;)
