Modifying Hosts and Hosts.orig

1) can i modify the program ONLY allowed to browse to my own web-server by putting in only my own IP and PORT in hosts and hosts.orig file for example: 190-168-0-0:8080.

2) I want my certified member only allowed to browse to my network-server to download the file, can i do this?
