First, a question... Is this problem related ONLY to files that were in the process of downloading and which you have tried to 'cancel' the download (and thereby also delete the TEMP file) ? Or, is this something that is happening in a more general sense with files you wish to delete ? If it's the former and the latter, then you may want to look at this link...
