cannot run phex on Fedora 9 X86_64

when I try to run phex on Fedora 9 X86_64 with all the updates I get:

phex ran fine on Fedora 8 on the same hardware!

What am I doing wrong!
Sorry if this a FAQ, I tried and could find and/or understand the answer.
If it is a FAQ just point me in the direction of the URL.
