skin development

Is there a reason the files in the skin tutorial are contentless? The generic theme archive was empty and wouldn't extract and the legend PDF is blank. When can I expect these to be availible? They would be most helpful for me converting my old custom theme to 4.0 spec without having to guess what is what (which is what I did last time is was a most frustrating trial and error deal).
