When I download an MP3 song with 119.0 KB I do not get the song,

I get a Bill Clinton sound alike.

What is this and why does it happen?

It's just spam that people put on the Gnutella network to stop people from getting real files. Here's some threads that have some solutions to make some of the spam like this go away.
