Can some one tell me please if the higher the number of the stars, the higher the quality of the recording to download, or is it the opposite.

The stars indicate the likelihood of a 'successful download' from a particular host...they don't necessarily indicate the quality of the file.

I pay little or no attention to the number of stars when I'm choosing files. I think a 'successful download' is more likely when you choose files with several sources. Plus, I know that I've successfully downloaded files with only two stars recently (can't say for sure that I've downloaded any one star files).
