Chat function in connections tab

It would be nice if there was a chat function in the connections tab. That way, for instance, if we saw someone wit ha 2.9.11 version of LW, we could tell them to upgrade.

ditto. I'm also ready to support preferencing UltraPeers who support compression if a later UP wants to connect who can. I can't affford the bandwidth
