When u start sharing and u download 5mb it automaticly starts sharing that file and if u do not want to share it, then u have to stop the download, that way is better.
Example 100 people download from 13 people, not good speed, but if 100 people download that file, than 100 people are sharing the file.
And make the upload limit 10kb minimum.
After the download is finnished, u connot stop sharing it until half or 1/3 is downloaded from u, then when it is uploaded from u, then u can stop sharing it, if people want to keep sharing it then they can.

This is so All People Share the File.
