new features on ultrapeer preference

I am experiencing very low downloading speed recently, which I speculated to be caused by ultrapeer connection.
My machine act as a leaf connected to 5 ultrapeers.
I used to have downloading speed reaching the top limit of my broadband connection (~42KBps) for a single file, when I was connected as normal peer or as an ultrapeer.
But now whenever I connect, I become the leaf.
And the speed was only ~2KBps for each file.

I wonder if we can have the options to choose wether we want to connect as a leaf or ultrapeer or a normal peer.
With this feature, users would have more control over the connection and won't be connected to a slow and resourceless "ultrapeer".
